Winnebago County’s July 2026 public-hearing materials proposed a 12-month moratorium on receiving, processing, and approving new data-center zoning applications. This guide treats that proposal as time to gather facts, write standards, and hear the community—not as proof that a final decision has already been made.

In a rural county, land is not an empty backdrop. It may be productive soil, a family’s livelihood, part of a drainage system, and a piece of the community’s identity.
A project placed on an existing industrial site, brownfield, previously disturbed parcel, or lower-quality agricultural land could avoid converting prime farmland. A local ordinance can require alternatives analysis before rural agricultural land is considered.
Project specificBuildings, grading, roads, substations, transmission corridors, stormwater systems, and utility easements may remove acreage from production and fragment neighboring farm operations. Effects can include drainage changes, difficult equipment access, road conflicts, and pressure on nearby land prices.
Well establishedOne project may not noticeably change the nation’s food supply, yet it can still matter greatly to a township, a multigenerational farm, neighboring producers, and the rural landscape. The useful question is not simply how many acres, but which acres—and what else depends on them.
Project specificA facility can fit inside a zoning boundary and still change what it feels like to live beside it.
Large setbacks, landscaped berms, preserved tree lines, downward-facing lighting, height limits, equipment orientation, construction-hour rules, and protected residential buffers can reduce impacts when they are measurable and enforceable.
Well establishedVery large buildings, security fencing, substations, transmission infrastructure, lighting, truck activity, and continuous mechanical systems can change open views and the lived character of nearby roads and neighborhoods—even when the project complies with minimum zoning rules.
Project specificResidents’ fear of losing home value is legitimate, but a universal percentage should not be claimed without comparable local sales, distance bands, appraisal methods, and disclosure of other market factors. Require an independent baseline and a way to measure changes after construction.
Evidence still developing“Jobs” can mean thousands of short-term labor hours—or a much smaller number of long-term positions.
Site preparation and construction can create work for electricians, operating engineers, concrete crews, pipefitters, equipment suppliers, trucking, lodging, and supporting businesses. Permanent technical, security, facilities, and maintenance jobs can be well paid.
Project specificA large facility can occupy extensive land and use major infrastructure while employing far fewer people after construction. Specialized positions may not automatically go to local residents, and temporary activity should not be presented as permanent development.
Project specificAsk for separate counts for construction jobs, peak on-site workers, permanent full-time equivalents, expected pay ranges, local hiring goals, apprenticeships, contractor residence, and annual reporting. “Up to” and “jobs supported” are not the same as local payroll positions.
Claim requires verificationA large tax bill can be meaningful, but gross revenue is not the same as net community benefit.
Depending on state law, ownership, exemptions, and the negotiated agreement, a data center may generate property taxes, payments in lieu of taxes, utility revenue, permit fees, or direct community investment.
Project specificTax abatements, public infrastructure, emergency-response equipment, road repair, staff time, legal review, and monitoring can shift costs to the public. A headline investment number does not show what reaches the county, towns, schools, or neighboring residents.
Project specificCalculate net revenue under conservative scenarios and identify who receives each dollar. Protections should survive ownership changes, expansions, reassessment disputes, and early closure. Community benefits should be written, enforceable, and publicly reportable.
Well establishedHyperscale facilities can operate more like a new industrial load than an ordinary commercial customer.
Long-term contracts and properly designed large-load tariffs can require a data-center customer to pay the costs it causes. New generation, substations, storage, or transmission may strengthen parts of the system when planning and reliability needs align.
Project specificIf demand arrives faster than generation and transmission, utilities may need major upgrades. Existing customers can face cost-shifting or stranded-cost risk if contracts, minimum payments, exit provisions, and transmission charges do not adequately protect them.
Well establishedThe Public Service Commission of Wisconsin reviews utility rates and large-load arrangements. Recent decisions emphasize longer contract terms, transparency, reporting, and requiring very large customers to cover their costs. Residents still need the actual utility, tariff, load forecast, and agreement.
Well established“How much water does a data center use?” cannot be answered responsibly without knowing its design and operating conditions.
Dry cooling, closed-loop or recirculating systems, hybrid designs, reclaimed water, higher operating temperatures, and efficient liquid cooling can reduce potable-water demand. Wisconsin’s cooler climate may offer periods of lower-energy heat rejection, depending on the design.
Well establishedEvaporative systems may consume water, especially during hot conditions. Withdrawals, sewer capacity, treatment needs, chemicals, blowdown, drought planning, and competition with household or agricultural use should be disclosed before approval.
Project specificElectricity generation can also use water, so a low-water cooling design may still have indirect water effects through its power supply. Ask for annual and peak-day estimates, the source, drought operations, discharge plans, and public reporting—not a single average.
Well establishedResidents should not be forced to choose between dismissing every concern and claiming every feared illness is proven.
Distance, equipment orientation, acoustic enclosures, low-noise fans, barriers, operating limits, cleaner backup systems, and restricted generator testing can reduce noise and emissions. Baseline measurements and independent compliance monitoring make promises testable.
Well establishedCooling equipment, transformers, construction, truck traffic, and generator testing may produce sound, vibration, exhaust, odor, or light. Diesel generators can emit air pollutants and require permitting or enforceable operating limits.
Well establishedPotential effects should be investigated through predicted and measured noise—including low-frequency sound—air permits, generator hours, pollutant modeling, traffic, and complaint tracking. A symptom should not be dismissed, but a specific disease should not be attributed without credible evidence.

Websites, email, banking, medical systems, maps, cloud storage, streaming, communications, government services, research, and AI all depend on data-center infrastructure somewhere.
Well establishedThe facility may serve distant customers, owners, or markets. Local land, roads, utilities, and emergency systems can be affected even when the computing service, profit, and most employment are not primarily local.
Project specificScale, customer, workload, cooling, power supply, expansion plans, and operating model differ dramatically. A small enterprise facility, cloud campus, colocation site, cryptocurrency operation, and AI training facility should not be evaluated as if they have identical impacts.
Well establishedA facility that operates around the clock needs clear responsibility before an incident—not only after one.
Fire detection and suppression, battery monitoring, fuel containment, security, redundant systems, trained staff, and coordinated emergency plans can reduce risk and service interruption.
Well establishedLarge battery systems, stored fuel, electrical equipment, cooling chemicals, construction traffic, and high-voltage infrastructure may require training, equipment, water planning, mutual aid, and incident communication beyond ordinary rural response capacity.
Project specificAsk who funds training and equipment, which agency leads, how incidents are disclosed, what happens during grid emergencies, how complaints are resolved, and whether independent inspections and annual reports continue after ownership changes.

Project specificThe rural question underneath every other question
For many Winnebago County residents, this is where the discussion begins. Farmland carries food production, family history, business value, drainage, open space, wildlife habitat, road relationships, and a way of life. A responsible review should map what would change—not treat every green parcel as interchangeable.
Identify prime, unique, and locally important farmland; current crop or livestock use; tile drainage; conservation practices; and the land’s role in a larger operation.
Study equipment routes, field entrances, seasonal movement, construction traffic, weight limits, road damage, snow response, and who funds repairs.
Map substations, transmission, pipelines, easements, stormwater facilities, fencing, and parcels that could become difficult or uneconomic to farm.
Require a transparent comparison with industrial land, brownfields, previously disturbed sites, lower-quality soils, smaller footprints, and different designs.
Evaluate drainage, wells, dust, lighting, noise, road access, land speculation, tax effects, and whether neighboring producers can continue operating normally.
Ask whether buildings and infrastructure can truly be removed, what soil restoration requires, who guarantees the money, and whether agricultural return is realistic.
Why the usual political labels do not fit
Farm families may focus on productive land, access, drainage, and whether the next generation can continue farming.
Property-rights advocates may defend a landowner’s right to sell while opposing costs shifted onto neighbors.
Fiscal conservatives may question incentives, utility cost-shifting, public infrastructure, and unenforceable promises.
Environmental advocates may focus on water, energy, emissions, soil, habitat, and cumulative development.
Homeowners and health advocates may focus on noise, air quality, traffic, lighting, property value, and transparent monitoring.
Technology and jobs supporters may see useful infrastructure while still insisting on the right site and a fair agreement.
Agreement about a particular proposal does not require agreement about everything else.
Take this to the meeting
Ask for answers in writing, with units, dates, maps, responsible parties, and the documents that make each promise enforceable.
What kind of data center is proposed, who will operate it, and what work will it perform?
How large could the campus become after every phase—not only the first building?
How many total acres, prime-farmland acres, farm parcels, and agricultural operations would be affected?
Which industrial, brownfield, previously disturbed, or lower-quality-soil alternatives were evaluated?
How would grading, drainage, roads, easements, substations, and transmission affect neighboring farms?
Could the land realistically return to agriculture after closure, and who funds restoration?
What electricity demand is requested initially and at full buildout?
Which generation, substation, and transmission upgrades are required, and who pays each cost?
Which tariff, contract length, minimum payment, and exit protections shield existing customers?
What cooling technology will be used, and what are annual and peak-day water estimates?
Which water source, discharge system, drought plan, and public reporting requirements apply?
What are the predicted daytime, nighttime, tonal, and low-frequency noise levels at each property line?
How many backup generators are planned, what fuel will they use, and how often will they test or operate?
What baseline air, sound, traffic, and property information will be collected before construction?
How many construction jobs and permanent local full-time jobs are expected—and how will they be reported?
What taxes, exemptions, incentives, public costs, and community-benefit payments apply over time?
Which setbacks, buffers, lighting rules, road protections, operating limits, and remedies are enforceable?
What emergency equipment, training, mutual aid, incident reporting, and decommissioning security are funded?
Evidence before slogans
Supported by credible general research or established engineering, regulatory, or economic principles.
May be true, but the local site plan, contract, utility filing, permit, measurement, or agreement must establish it.
The issue deserves study, but current evidence may be limited, mixed, indirect, or difficult to apply here.
A number, promise, health claim, jobs estimate, or cost statement should not be repeated as fact without a source.
